Grant Overview
The primary barrier addressed by the Legal History Awareness Campaign in Ontario is the concentration of archival legal records inside the Greater Toronto Area while 38 percent of the population resides outside the Golden Horseshoe. Court dockets from the Superior Court of Justice’s regional centres in Thunder Bay, Sudbury, and Windsor remain largely undigitized, creating an information asymmetry for students in northern and southwestern school boards.
School districts in the Far North and Eastern Ontario regions report zero dedicated legal history modules in their Grade 10 Canadian history courses. Census data indicate that 29 percent of Ontario residents were born outside Canada, yet civic education materials reference only post-1867 federal statutes. The campaign therefore requires that all seminar materials include parallel citations to both English common law and French civil law records held at the Archives of Ontario.
Digital outreach is constrained by the province’s 1.2 million residents who lack home broadband subscriptions according to the 2022 Canadian Internet Use Survey. Materials must therefore be packaged for delivery via USB or through existing public library Wi-Fi networks. Seminars are scheduled in partnership with the Ontario Bar Association’s 48 county law associations rather than general community centres.
Fit is evaluated by the projected increase in correct answers on a standardized legal-history quiz administered before and after the intervention. Target districts are those where the 2021 EQAO Grade 10 history pass rate sits below 64 percent. Unlike campaigns in smaller provinces, Ontario requires a minimum reach of 12,000 students across at least four of the six regional court jurisdictions to qualify for full funding.
